Board of Directors
The CTGCD Board of Directors consists of five members. These five Directors are elected by the voters of Burnet County and serve a four-year term.
The District observes the same four precincts as the Burnet County Commissioners Court with one at-large position. Director terms are staggered on a two-year interval.
Elections are held in November of even numbered years and a director may serve consecutive terms.

Tracy Swantner
Office Manager
Tracy was born and raised in Texas, growing up between Austin and Dallas and spending most of her summers on the shores of Lake Buchanan. She joined the District as Office Manager in February 2024, bringing more than 20 years of experience in office management, with a background that spans both the insurance and marina industries.
Outside of work, Tracy enjoys life with her husband, two children, and their beloved rescue dog.

Shrader Davis
Geologist
Shrader grew up in Burnet County, and graduated from the University of Texas at San Antonio with a B.S. in Geology. He started with the District in 2022, and and is licensed as a Professional Geoscientist by the State of Texas.

Mitchell Sodek
General Manager
Mitchell holds a Bachelor of Science in Environmental Engineering from Tarleton State University and a Master of Geographic Information Systems from Penn State University. Mitchell started working for the District as the staff Hydrologist in 2010, appointed Assistant General Manager/Hydrologist August 2016, and appointed General Manager June 2017. He has extensive knowledge of groundwater resources in Central Texas and represents the District on GMA 8 and Region K Boards.

Mr. King and his wife, Barbara, moved to Burnet County in 2007 when they both retired from careers in the oil and gas industry. He graduated from Marietta College (Ohio) with a Bachelor of Science in Petroleum Engineering and is a retired professional engineer. In 2008, he received a Master of Arts in Pastoral Studies from St. Thomas University (Houston). During their retirement the Kings enjoy living on their ranch five miles south of Burnet, volunteering in various charitable activities, and travel.

Mrs. Griffis-Bailey was born and raised in Austin. She and her husband moved to Lampasas in 1983, and they became residents of Burnet County in 1993. She received a BA degree in zoology from Texas Tech University and a MS degree emphasizing health administration from The University of Texas at Austin. She was employed in various managerial and leadership positions in both the private and public sectors and retired in 2014.

Mr. Rowney is a lifelong resident of Burnet County, graduating from Burnet High School in 1982. He recently concluded a 34.5-year career at the LCRA, where he retired as the Vice President of Water Operations in the spring of 2018. Among the many highlights of his career, Mr. Rowney was in charge of numerous successful flood operational events, an extensive dam and floodgate rehabilitation project, successfully managed multiple divisions within LCRA, Dam and Hydro Operations, Irrigation Operations, Hydromet Operations and Flood Operations.
As a proud graduate of Burnet High School, Mr. Rowney also attended numerous leadership training courses while employed at LCRA, including the Executive Leadership Certification from the McCombs School of Business in 2015. More recently in his retired life, Mr. Rowney attended the 2025 Texas A&M Master Gardener classes and became a certified Master Gardener.
Mr. Rowney resides just outside of Burnet with his wife Karyn, and in his spare time he travels, gardens, hunts, and spends time with his Golden Retriever Chloe.

Ceferino “Reno” Lamb

Mr. Lamb moved his family here from France in 2017, after living in Oregon, California and Australia. He started working a teen paper route and retired recently from driveway construction and rainwater collection. In the intervening years, Mr. Lamb graduated from UC Berkeley, and worked in ambulance dispatching, broadcast radio, database software, data center management, corporate marketing, and automotive manufacturing. He’s been a public safety volunteer for decades including SST First Responder, Sheriff’s Search and Rescue, Sapeur-pompier volontaire, and Bertram Volunteer Fire. Mr. Lamb enjoys reading the Bible and raising American Aberdeens & Bresse Chickens with his wife and children in Oatmeal.
